The Amazon Bioeconomy Fund Program - expected to leverage US$719.1 million - is a regional, multistakeholder platform seeking to catalyze the flow of private funds to bio-businesses that increase climate resilience and reduce emissions while keeping the Amazon forests standing. These bio-businesses are perceived to have a high-risk profile, and the GCF approved funds in the form of loans, grants and equity will address critical barriers for de-risking private investment.
IDB engaged AAE to carry out the interim evaluation of the Fund for the GCF, by compiling and integrating the information from the different projects in execution and in preparation in the context of the Program. AAE will provide an independent and rigorous evaluation, assessing the project along the GCF’s Evaluation Policy, the Guidelines for Accredited Entity-led Evaluations, and GCF Evaluation Standards in order to (i) determine the extent to which results ,products and outcomes defined in the Fund results framework have been met; (ii) identify lessons learned and provide recommendations for improving implementation; (iii) identify potential issues requiring decisions and remedial actions; (iv) assess the performance of the Executing Entities of the Program; and (v) propose any mid-course corrections and/or adjustments to the implementation strategy as necessary.
