The Legacy Landscapes Fund (LLF) engaged Asesoramiento Ambiental Estratégico (AAE) to conduct the Milestone Review of the Madidi Landscape in Bolivia. The review assesses progress towards the programme’s intended outcomes and identifies practical adjustments to strengthen implementation during the next milestone period.

Given the complexity of the landscape, including governance challenges, pressures from illegal mining, wildfire risks, conservation management, livelihoods, and environmental and social safeguards, the review examines programme performance within the broader contextual dynamics that influence conservation outcomes.

The assignment follows a three-phase approach:

Phase 1 – Desktop Research & Self-Assessment Analysis

  • Review of programme documentation, self-assessments, KPIs, and safeguard commitments.
  • Assessment of progress against the programme’s logframe, results framework, and Environmental and Social Action Plan (ESAP).
  • Identification of key issues requiring further analysis during fieldwork.

Phase 2 – Data Collection: Field visits and stakeholder consultations.

  • Interviews and focus group discussions with Indigenous Peoples, local communities, park rangers, protected area authorities, government institutions, programme staff, and conservation partners.
  • Direct observation and evidence gathering related to programme effectiveness, governance, livelihoods, and safeguards implementation.

Phase 3 – Data Analysis & Reporting

  • Triangulation of findings from documents, consultations, and field observations.
  • Systematic comparison between intended and observed results.
  • Development of practical recommendations and preparation of the final milestone review report.

Particular attention is given to evidence quality, environmental and social safeguards, governance dynamics, and the perspectives of Indigenous Peoples and local communities as rights-holders.
