The Inter-American Development Bank (IDB) hired AAE to analyze the equivalence of national legal and institutional frameworks of Guatemala and Uruguay in environmental and social matters with the IDB's Environmental and Social Policy Framework (ESPF) and the World Bank's Environmental and Social Framework (ESF), with a specific focus on identifying implementation gaps.

The work was structured around an in-depth analysis of 10 environmental and social standards using the joint IDB and World Bank equivalence matrix methodology. The AAE team assessed not only the de jure consistency of national laws, but also de facto institutional capacity and enforcement performance. To validate these results, AAE designed and implemented a stakeholder engagement strategy, identifying and consulting with key counterparts from government ministries, civil society organizations, and indigenous peoples' representatives to gather empirical evidence on the system's performance.

This final report provided a harmonization action plan with specific short-, medium-, and long-term recommendations to strengthen borrower frameworks and facilitate their use in future Bank-financed operations.
