The primary goal of the consultancy is to assist the Government of Belize in assessing the current status of its national REDD+ (Reducing Emissions from Deforestation and Forest Degradation) Strategy and preparing a robust proposal to access climate financing under international and/or private sector mechanisms.
The project is structured around four main objectives:
- Assessment and Analysis: Conducting a comprehensive review of the current REDD+ Strategy to identify gaps, operational challenges, and areas for strategic improvement benchmarked against international best practices.
- Proposal Development: Mapping potential REDD+ financing sources (e.g., Green Climate Fund, ART TREES, CORSIA) and developing a tailored financial proposal. This includes the creation of a logical framework, a detailed budget, a risk management matrix, and the completion of all required funding application forms.
- Systems Update: Collaborating with the GoB to review and update Belize's Forest Reference Level (FRL) and National Forest Monitoring System (NFMS) to ensure they meet the rigorous data methodologies required by results-based payment schemes.
- Capacity Building: Designing and implementing training programs for key government stakeholders so they can independently navigate the climate finance proposal and sustainably manage the NFMS and Measurement, Reporting, and Verification (MRV) systems.
