The general objective of the consultancy is to elaborate a gender-responsive climate investment planning and mobilization framework for the implementation of Uruguay's 2nd Nationally Determined Contribution (NDC). This includes identifying public and private funding sources, gaps and opportunities for private sector participation, and innovative financial mechanisms.

The key activities to be driven include:

  • Climate Finance Mapping and Repository of NDC/NAP Economic Studies.
  • Support for strengthening the budgetary dialogue.
  • Financial Analysis of the 2nd NDC and the National Budget.
  • Development of a climate investment planning and mobilization framework for the 2nd NDC.
  • Development of a climate finance strategy that identifies needs and gaps, and designs innovative and sustainable mechanisms to mobilize resources, including a gender approach.
  • Definition of a governance architecture for climate finance management.
  • Strengthening of the national Monitoring, Reporting, and Verification (MRV) system for climate finance.
