CAF – Development Bank of Latin America and the Caribbean engaged Asesoramiento Ambiental Estratégico (AAE) to conduct a comparative analysis of its recently updated Environmental and Social Management Framework (ESMF) and its ten (10) Environmental and Social Safeguards (ESS) against the equivalent frameworks of four leading international financial institutions: the European Investment Bank (EIB), the Agence Française de Développement (AFD), the Kreditanstalt für Wiederaufbau (KfW), and the Japan Bank for International Cooperation (JBIC).

The main objective of the study is to identify convergences, functional gaps, and operational equivalencies between these frameworks in order to foster international financial cooperation and facilitate the joint co-financing of investment operations across Latin America and the Caribbean. Rather than assessing which framework is stronger, the analysis focuses on how each system functions within its own logic and on the practical compatibility of these systems for cooperation, distinguishing substantive differences from those that are merely documentary or procedural.

The assignment follows a phased calibration and comparative replication approach, structured in three consecutive phases:

Phase 1 – Methodological Calibration: CAF–EIB Comparison

  • In-depth desk-based review of the environmental and social frameworks of CAF and the EIB, covering both their normative requirements (de jure) and their practical implementation (de facto).
  • Development and validation of the comparative matrices, assessing each theme in terms of functional equivalence and materiality for co-financing.
  • Targeted semi-structured interviews with technical teams from both institutions to clarify aspects not fully captured in public documentation.

Phase 2 – Comparative Replication: AFD, KfW, and JBIC

  • Systematic application of the validated benchmarking tools to the frameworks of AFD, KfW, and JBIC.
  • Analysis of convergences, functional gaps, and operational differences across institutions.

Phase 3 – Cross-cutting Integration and Consolidation

  • Triangulation of findings from documentary analysis and technical consultations.
  • Identification of cross-cutting patterns, common ground, and opportunities for harmonization.
  • Development of practical recommendations and strategic frameworks for financial cooperation, drawing on existing co-operation models between international financial institutions.

Particular attention is given to functional equivalence between mechanisms, the practical materiality of differences for co-financed operations, and the identification of concrete opportunities to strengthen cooperation among institutions.
