Lawyer, specialized in administrative law and environmental law and member of the Environmental Law Commission of the International Union for the Conservation of Nature. He has extensive experience in institutional strengthening and integrated water resources management in Latin America. He is currently executive director of the environmental think tank ECOJURE
He has been Senior Technical Advisor of the United Nations Office of Project Services (UNOPS) in Peru and Project Manager of the same agency for Argentina, Uruguay and Paraguay. In Argentina, he was Secretary General of the Matanza Riachuelo Basin Authority and held successive positions of responsibility in relation to water management and the environment. He has more than 40 publications in national and international scientific journals and 5 books of his specialty. He has a great teaching experience that he has dedicated in recent years to the dissemination of complex aspects of the implementation of sustainable environmental management through multidisciplinary approaches. In 2012 he was awarded the ADEPA prize in the Environment category for his work: “Environment and mining in Latin America: problem, dilemma or opportunity”.
